Migrating Teuthology & Chacra out of RHEV 2023 Jan 17 18:34:00 UTC

We started seeing high load on Teuthology & Chacra that causes service to become unavailable. On January 18th Teuthology and Chacra wore moved to the LRC which solved the load issue and things are back to normal now
